Quello che sta accadendo a Hebron non è un caso: anni di connivenze, spalleggiamenti, strizzatine d'occhio da parte dei vari governi che si sono succeduti alla guida dello Stato di Israele e che hanno portato avanti contro ogni diritto internazionale una vera e propria politica coloniale, sono alla base dei fatti drammatici e delle violenze da parte dei coloni israeliani a cui stiamo assistendo nella sua recrudescenza nell'ultima settimana a Hebron e in altre città, dove i coloni attaccano i Palestinesi, sradicano gli alberi, bruciano case e moschee; una violenza che da anni colpisce la quotidianità della popolazione civile palestinese in tutti i territori occupati.

 Il caso della 'casa della discordia' è solo l'ultimo in ordine di tempo nella cronaca che descrive la vita a Hebron, città fantasma dove 120.000 Palestinesi vivono ostaggi di 500 o 600 coloni israeliani protetti da migliaia di soldati e paramilitari, e dove sono all'ordine del giorno provocazioni, aggressioni e slogan razzisti come "Morti agli arabi". Più di 800 negozi palestinesi sono stati costretti a chiudere a causa degli attacchi dei coloni: su questi negozi chiusi, i coloni hanno disegnato la stella di Davide come segno di conquista.  

Le violenze da parte dei coloni di Hebron, a cui si sono aggiunti migliaia di altri coloni della regione, sono scattate in seguito e in ritorsione alla decisione della Corte Suprema Israeliana di evacuare la casa della 'discordia' occupata arbitrariamente da un gruppo di 13 famiglie israeliane. Lo sgombero avvenuto ieri dopo il personale e diretto coinvolgimento del Ministro della Difesa israeliano Ehud Barak, è stato realizzato tra scontri, incidenti e ferimenti da circa 600 agenti in tenuta antisommossa della polizia israeliana.

"In questo caso il Governo israeliano ha saputo trovare parole dure e atti decisi contro i coloni che continuano però con le loro aggressioni e devastazioni verso i palestinesi: molti di loro li vediamo ritratti nelle foto nell'atto di lanciare pietre o addirittura di sparare, giovanissimi e giovanissime eppure già abbagliati da una violenza e un estremismo che fa paura, che incendia, distrugge e tormenta la popolazione palestinese di Hebron, di Nablus, di Gerusalemme, Tulkarem e di altre città in tutta la Cisgiordania occupata. Questi coloni, che stanno diventando sempre più aggressivi e violenti, rappresentano anche un rischio per Israele. Il Governo Israeliano dovrebbe incolpare se stesso perché è noto che "il sonno della ragione genera mostri".

Ci si chiede perché la stessa durezza e decisione da parte del Ministro della Difesa Ehud Barak o del Ministro degli Esteri Livni o dello stesso Premier uscente Olmert, non sia arrivata prima a evacuare e congelare tutte le colonie illegali; perché non abbiano capito e ostacolato prima il pericolo che questi coloni radicali rappresentano per lo stesso Stato di Israele.  

La realtà è che nonostante le promesse di pace, da Annapolis le colonie israeliane sono cresciute, così come sono cresciuti gli insediamenti illegali a Gerusalemme Est, così come va avanti la costruzione del muro che ruba le terre palestinesi, che sradica gli alberi, che impedisce il movimento, che umilia e che nega un futuro ai Palestinesi ancora oggi dopo oltre 60 anni di Nakba e più di 40 di occupazione militare.

Ora, non vorrei proprio rivedere quello che è accaduto dopo il massacro perpetrato da Baruch Goldstein dentro la Moschea di Abramo: sempre più coloni e sempre più soldati per difendere l'occupazione illegale della città vecchia e l'espansione dell'insediamento di Kyriat Arba.

Certamente la responsabilità è anche della Comunità Internazionale e del Quartetto che non hanno fatto nulla per fermare queste persecuzioni. Ma non possono dire che non sapevano.

Ogni settimana il TIPH, una missione di osservazione civile che monitora lo stato dei diritti umani e le illegalità a Hebron, invia rapporti dettagliati agli Statti Membri sull'aumento delle violenze perpetrate, negli anni, dai coloni israeliani. Eppure niente è stato fatto.

E allora ha ragione Hatem Abdul Qader, consigliere del Premier Salam Fayyad, che lamentando il nostro silenzio di fronte a queste giornate di Hebron e interrogandosi sul ruolo dell'UE, ha chiesto: "E se gli europei si sentono incapaci persino di fare una dichiarazione di condanna, come possiamo aspettarci che possano contribuire alla risoluzione del conflitto?".

Faccio appello alle Nazioni Unite, al Quartetto, a chiunque abbia a cuore la giustizia e la pace: fermate i coloni e le colonie, inviate forze internazionali a proteggere la popolazione palestinese.

What is happening in Hebron is not an episodic case: years of complicity, backing, connivance by the different governments succeeded at the Head of the State of Israel -that carried on a  colonial policy against  International Legality- are behind the tragic facts and the violence perpetrated by Israeli settlers in the last week in Hebron an  other towns, where they were attacking Palestinians, uprooting trees, burning homes and mosques; a violence that since many years affects daily life of Palestinian civil population in the entire occupied Territory.

The case of the 'House of Contention' is only the last episode of the reports describing daily life in Hebron, a ghost city where 120.000 Palestinians people live as hostages because of the presence of 500 or 600 Israeli settlers protected by thousands of soldiers and paramilitary forces, and where everyday there are provocations, aggressions and racist slogans like "Death to the Arabs". More than 800 Palestinian shops were forced to close because of settlers attacks: over these closed shops settlers designed the star of David as a sign of conquest.

The violence by Israeli settlers of Hebron, supported by settlers coming from the entire region, started after and in retaliation against the Israeli High Court's decision to evacuate a Palestinian house arbitrarily occupied by a group of 13 Israeli families. The eviction took place yesterday through the use of 600 Israeli policemen and after the personal and direct involvement of the Israeli Defence Minister Ehud Barak, with clashes, incidents and wounding.

"In this case, the Israeli Government was able to find hard words and concrete acts against settlers who continue, despite of all, with their aggressions and devastations against Palestinians: we saw these settlers in photos portraying them launching stones or even shooting, many of them very very young but already blinded by a violence and an extremism that frightens, that burns, destroys and torments the Palestinian population to push them to leave Hebron, Nablus, Jerusalem, Tulkarem and other cities in the occupied West Bank. But they represents also a risk for Israel since they are becoming more and more aggressive and violent. The Israeli government should blame itself because it is known that 'the Sleep of Reason Produces Monsters'.     

We are wondering why the same hardness and determination by Defence Minister Barak or by Foreign Affairs Livni or by the outgoing PM Olmert, didn't arrive before,  evacuating and freezing all illegal settlements; why they didn't understand before and prevented the danger that these settlers represent also for the State of Israel.   

The reality is that despite of all promises of peace, since Annapolis, the Israeli settlements increased, as well  as illegal settlements increased also in East Jerusalem, as well as it continues the construction of the wall that steels Palestinian lands, that uproots the trees, that prevent the freedom of movement, that humiliates and denies a possible future for Palestinians today, after 60 years of Nakbah and more than 40 years of military occupation. Now, I really would not like to see what happened after that Baruch Goldstein made the massacre inside the Abraham Mosque: more settlers and more soldiers to defend their illegal occupation of the old city and the expansion of Kyriat Arba settlement.

Of course the responsibility  lies also on the International Community and the Quartet who didn't do anything to stop these persecutions. They cannot say, they did not know.

Every week the TIPH, a civilian observer mission in Hebron monitoring human rights law and illegalities, send reports to the Member States on the increasing violence perpetrated, over the years, by the Israeli settlers. But nothing has been done.

And so I agree with Hatem Abdul Qader, Advisor to PM Salam Fayyad, who lamenting about our silence concerning these days' facts in Hebron and questioning himself about the EU role, asked "If the Europeans feel helpless to even issue a condemnation statement, how can we expect them to contribute to the solving of the conflict?"  I call on the UN, on the Quartet, on whoever care about justice and peace: stop the settlers and the settlement, send international forces to protect the Palestinian population.
